9901.212 Pay Schedules and pay bands -- The DOD should only be allowed to "group" already existing classified jobs within the pay bands. They should not be allowed to establish or change already fairly classified and existing jobs. (For example they should band together, engineers, or biologists, or planners, but not lump all of these into a "engineers & scientists" band.)
