I have been a federal employee for almost 31 years, and can retire in 13 months. The proposed NSPS system presents the imminent possibility of favoritism at its finest in the federal workforce. Not all federal employees are outgoing, or chummy, or even liked by their supervisors -but they are hard working and dedicated to getting their jobs done and serving their country as best they can. There are others who do there job well but have a better rapport with their supervisors. This simple fact about the difference in people and their personalities would have a dramatic effect on how they are compensated for a job well done. Leaving the decision to the supervisor to reward or punish employees is not a new concept; however, to give one the power to reduce another person's pay is going to far. To endeavor to create within the federal workforce an atmosphere equal to what has been observed within the private sector (i.e., looking only at the bottom line, stepping on the backs of others in order to get ahead, and generally kissing ass to please the boss), is not a worthy goal.
