Comments:
I do not agree with the NSPS system . I feel if the system is not broke why change it. Also I feel by taking way the Locality pay is not a good thing people depend on that due to the cost of living. If this happens and everything depends on the supervisor of the employee getting a raise what happens if they don't like the way you look. And by taking way the within grade increase away is not right people work very hard to get were they are. Jobs can't even get upgrade and they want to take everything away whats next.
