This program is a VERY, VERY BAD AND STUPID idea. You are taking away our automatic pay raises, locality pay, and cost of living increases without giving us anything in return to help make ends meet. Every year our taxes, medical insurance, life insurance, and basic living expenses go up. If you do this thing, we will not be able to survive on our salaries. We will have to get a second job to pay for the basic necessities of life or leave federal service and get a better job in the private sector. And the ones who will suffer will the families of the federal employees. If this is what my government wants, then why don't you just say so and quit trying to be sneaky about it. And this program will not do a damn thing to increase National Security. This program is not about National Security. It is about the federal government wanting to get rid of people so that they can outsource all the work to the companies that are owned by the members of Congress and foreign countries. This program will do nothing to make America stronger or safer. All that it will do is make it weaker. I would think that you people in Washington would be smart enough to see that but I guess you aren't. This garbage about it making things fair is simply that - a bunch of garbage (and that is the nicest way I can say it). There will be nothing fair about it. The people who do the work will not receive the raises and bonuses like you said. It will be the people who suck up to the boss the most or who are the boss's friend from high school. The system will be become nothing but a "good ole boy" system. And the people who don't do the work, nothing will happen to them. The first time they don't get a raise or a bonus they will file a grievance and will get them anyway. I am a very dedicated federal employee and have spent the last 20 years of my life serving my country in this capacity. This plan will cause me to have to either send my wife to work or get a second job just to make ends meet. This is not a good thing because I have 4 kids and I am trying to complete my BA degree so that I can serve my country better. This plan will cause nothing but problems. Especially when you start hiring in new people at higher salaries than the ones who are currently doing the same job. This is just stupid and is not a practice that is done in the private sector - regardless of what you think or have been told. I know this for a fact because I have 2 brothers and 4 brothers-in-law that work in the private sector. I SINCERELY AND STRONGLY urge you to reconsider this plan. There are better ways to do what you want to do and this plan IS NOT one of them. You are turning this country into a Communist state with this stupid plan and if you continue to pursue it, you may as well just turn the country over to them. You can sign me as - "A dedicated but concerned Tinker AFB employee".
