5 CFR Chapter XCIX and Part 9901.106 Continuing collaboration (ii) "To the extend that the Secretary determines necessary, employee representatives will be provided with an opportunity to discuss their views with DOD officials" And what if the Secretary does not deem necessary? This takes us back to the days of slave labor!
