As an defense civilian employee working in Personnel & Readiness I am deeply concerned considering I have heard little or let me rephrase that no information coming from top DOD officials throughout the pentagon on this new and great personnel system. Where are the info memo's telling all Civilian employees throughout this country of the web site to summit comments how and where to summit written comments where to get the latest information about NSPS I myself had to hunt through all the many links and subcategories before finding this page to summit comments. This new system effects almost every congressional district throughout this country we a system that works for the sake of all non-political managers and the employees they are to rate bad results could effect congressional seats in both parties if this plan is a fluke!!! Defense already has the highest budget out of all federal agencies due to this war can congress fully fund this new risky plan and the war simultaneously. Remember this is Rumsfield's plan and we all know how he thinks; consider this does he respect congress? Well how can you expect him to respect us civilian employees. Lastly we must consider the training of managers both civilian and military as the civilian and military supervisors change hands as will the test of time, knowledge, and training so will the definition of this new system change it has to many maybe's with it. Who in congress as of today knows exactly what this plan fully details. I ask that congress full step in and stand behind this plan for the content and passion of the people DOD represent, and not let this horse run wild. Please let DOD officials know that if this plan does not provide successful results for all then the GS system may be reinstituted within DOD. Rumsfield promised more civilian jobs by moving military out and retraining civilians in more than 50,000 jobs throughout this country where he states military can serve this country in more needed areas of the service. Where are those 50,000 military jobs that were to be converted? Why are we still calling up IRR if these fulltime troops are being retrained in needed areas? My experience is as a former military more are getting out now while they can and coming back in their military position as civilian at SES level and below.
