Subpart B Classification It will be possible under this classification system to incfreasingly add, change, or modify duties to positions, thus being able to increase a postition non-competitively. All the manager will have to do is have the job reclassified, and poof, the positions will suddenly be in a much higher payband. This can also be applied in reverse and people can have duties taken away and find their positions downgraded. Yes Management has the right to assign work but these vague and overbroad regulations leave open the way for pure manipulation of the system. A better alternative would be that everytime more job duties are added, that the position undergo reclassification. If the positions reclassifies higher, then it ought to be competitively filled. If an incumbent's job has such a drastic increase, and others didn't have the same opportunity to compete for these additional duties, then where is the fairness in the system?
