Comments I do not think this new system would be fair to the employees. Especially those that works in a system that changes supervisors freequently, such as the Military. After each two year rotation there is a new supervisor. Often our performances are judged by the mood/emotional make up of our present supervisors. Here and individual can have a series of outstanding performances. That person then get a supervisor with some emotional situations going on in their life. This individual performance apprasal can then go down to successful/unsuccessful, because of a personality conflict. This has nothing to do with that persons work ethic/integrity/loyalty. It would be unfair for a person that gave Ten to Eighteen years of dedicated loyal service to their Government to end up in a lower grade. In conslusion the present system at least protect the ratee against the unfair reaction of any one individual. That can make the final decision to place a person in a predicument that could lead to fincial hardship for them and their family.
