Comments:
I feel that what you're trying to accomplish is good but not in the way you put the proposal. This would be more of a detrement to security than anything. The proposal would drive to a higher turn over rate. You can't support the WAR FIGHTER if you continually have 80% of your work force in training. I, my self would rather have the experienced person on my support team. If you can't support the WAR FIGHTER what good is all of this?
