In regards to supervisors determining salaries and pay raises, NSPS puts way too much trust in managers' integrity. There is always partiality to some degree. At least with step raises, the workers who do a great job but do not have asperations for higher jobs, can progress through the steps. Not everyone wants to climb the corporate ladder and those people should be valued as much as those who are always looking for the next promotion.
