Unfortunately the entire change is oriented toward giving management more options and control. The recommendations fail to take into account that the current system is designed in part to protect employees from mismanagement, unscrupulous supervisors, and favoritism. Unless this program also provides for more stringent and mandatory review of employee complaints against immediate supervisors/managers, and provides for supervisor/manager discipline and dismissal as openly as it provides such negative incentives for non-supervisory employees the new system will remain seriously flawed.
