9901.105/106: While the Secretary of Defense (Staff) is required to coordinate with the Director (Staff) it must be realized that the Secretary of Defense has the Sole and Excluse Direction for all DoD personnel matters. Therefore, one person with no oversight has responsibility for all personnel matters. Please note that the Secretary of Defense has not asked to total control over military pay. He leaves that to Congress to decide. Why?
