When the retirement system changed for Civilians, it was done in a way that allowed everyone to make their own choices. Civilians under CSRS were given a choice to change over to FERS. All new civilians hired after this change, automatically came under FERS. There were no disputes, no ill feelings, and no blame to go around. That was a good transition. Why couldn't we do the same for this new Pay System. Phase the olds system out gradually. Without economically hurting anyone. Changing to the new pay system all at once only creates animosity among employees; promotes divisiveness among teams. A lot of people have lost faith in the Government as an employer, and feel betrayed. This is really a very poor way of managing employees' morale and careers. Specially when meetings are held to inform civilians of how things will work, and the speakers have no answers for our questions. It is truely sad when your future is at stake, and you cannot get a straight answer from those holding all the cards.
