Comments:
5 CFR Chapter XCIX. So the Government wants to promote the "Good O'Boy" syndrome. Granted the current system has flaws but what is being proposed has more holes than Swiss cheese for people to fall thru. Holding cost-of-living raises from one employee but giving them to others is a rotten way to do business. This is turning out to potentially be one of the worse things our government has done. I don't want to be at the mercy of my boss due to a personality conflict if otherwise I perform my duties to the best of my ability.
