As a Defense employee, I lack the confidence in the proposed NSPS. Overall, the general concept does have some good points, but the many, many details required to implement this proposal seem to be lacking. There are also some areas that I consider to be of grave concern. The first area would be to have DOD set our pay. That is a frightening thought. Once implemented, since Congress would no longer be a part of the process, each time Defense would sustain a budget cut, would the fastest, easiest solution be NOT to increase our pay? If that be the case, then even our local management would become less relevant, and we, as employees, would have no bargaining position, whatsoever. Additionally, it will not matter that DOD will have the ability to attract, hire and retain a highly-talented, movitated workforce quickly. Who will even want to work as a civil servant, if one of their initiatives is to be able to "deploy" their civilian workforce. If DOD is having a problem recruiting and retaining military personnel, perhaps they should be looking at that process, since it does appear to be broken. I want to support the Warfighter--that is why I work for DOD; but, that doesn't mean that I should be in a foxhole next to him!
