Regarding pay banding. Having been in a paybandng personnel demo, I see huge potential for abuse of the system. If a boss does not like you for reasons that are not valid under federal law, and he wants to play favorites, he can deliberately underrate one employee so his favorite can get more money. The GS system was less prone to abuse. The problem with flexibility is improper application of some of the rules.
