I have been told that a civilian could be moved from one section to another by the commanders. I don't think this is right especially when the civilian doesn't want to move and is happy where he/she is presently working; hired for that position. I was told that NSPS would allow this type of move which is unfair. Employees should work in the section where they were hired. Employees should be able to apply and get hired for positions that they select. With this type of hiring, it would probably lead to a better working environment, more productivity and better quality performance. Don't let this happen. If other sections need help, then detail an employee to that section for a limited time, but don't permanently move the employee. Also, maybe moving military from section to section should be looked at before moving civilians which would be easier.
