9901.342. Performance Payouts. Pay Pool concept, as described in the supplementary information section of the proposed rule, groups pay pools into categories into functional groups and organizational elements. It also refers to a pay pool manager as the individual responsible for rating determinations and distribution of the payout funds. Is it intended that the employees rater/intermediate rater/senior rater also is the pay pool manager for the employee? I would hope that the pay pool manager would have an independent role in this process that would prevent any appearance of conflict of interest.
