I've been a government employee for over 20 years and was initially attracted to federal service because of the job stability and employee protections. If NSPS is implemented as is, I feel I can't recommend the service as a career choice to my children. I'm very concerned about DoD's push to overhaul so much of the personnel system at once instead of doing it in stages and taking the time to analyze the results to see if the changes really work as planned. My understanding is that DHS is currently working under this type of system, so why not wait to see how it progresses and if it's successful? I urge DoD, in their rush to respond to today's terrorist-focused fears, that they take the time to do their homework and get it right the first time.
