General concern- NSPS implementation needs to be deferred, no details, no relevant training, no urgent requirement making July 05 mandatory, especially with a newly proposed sytem at this stage affecting National Security, and so many people and their lives. It is mid March an there has been no NSPS process or implementation training for supervisors, managers, or employees. And we're supposed to use it in 90 days. We need to see details that are not in the proposed regulations, and receive training that is apparently not developed yet. The only training that is just beginning to be available looks like a re-hash of the old listening skills workshops that have been around for years, and that frankly most supervisors and prior military personnel have received many times before. It seems the kickoff of this new system is a attempt by management to ram an new experimental system (that may have worked ok in some labs or profit oriented agencies) down on the DoD employees with little concern for how the employees will be impacted. I've not been invited to any focus groups and don't know anyone who has, so it appears whatever is happening there is in secret, as greatly opposed to the "open, collaborative" process that was supposed to occur. Strongly, strongly recommend deferral of implemention of Spiral 1 at least 12 months to iron out some of these huge issues mentioned in many preceding comments, and provide thoughtful planning and prepared training. This is becoming unnecessarily timeline drive, versus driven by structured analysis and preparation. It' s a horrible way to treat employess, many of whom have put in years under to existing system with top performance, and now be told those years of work now count less because management wants to suddenly change the rules. Implementation needs to deferred at least 12 months, and then begin with at the beginning, the hiring process, and then progress into the pay areas, and then workforce shaping. It is clearly premature to implement the proprosed regulations in July 2005. Thank you. Cindy M.
