9901.201 'With appropriate consideration for both national and local rates...' Does this mean that Union pay rates for union jobs are considered or does it mean that pay will be based on non-union rates? A mix of the two? Are the pay scales for illegal immigrants figured in? What does 'appropriate consideration' mean? Does it mean that we are actually going to be paid what our civilian counterpart is paid? Since we are getting funded the same as the GS system and the GS system is approximately 18 percent behind the civilian world it seems unlikely. Please don't ask us to buy the proverbial pig in a poke. Give us some solid facts as to how this will work before expecting us to be content with such a major change.
