Comments:
I do not understand why the NSPS system was not negotiated with the AFGE National Union. I have been a government employee for 25 years and the work contract between the government and its employees has always been negotiated in good faith by both parties. I am not an expert on contract law or federal regulations but question why a system must be incorporated unilaterally by the government unless there are provisions unacceptable to the union. The bargaining table is the proper setting to determine and implement a "credible and trusted system."
