Re: No more step increases/raises as we know them. DoD employees work for the military. Many times they are our immediate supervisors, who, many times, have little or no experience or knowledge of how to fairly evaluate employees - Many are not sufficiently trained to handle a pay-for-performance situation. And it is the employee who loses - military continues to get raises on time. THEY HAVE NO CONCEPTION (and sometimes no interest in learning) - they are only here for up-to-three years anyway. I have seen people (a LT in this case) give her "favorites" high marks on evals and known star performers who always do an outstanding job, a lower grade....because she has favorites. I hate to think what she would have done if she had control over earnings. Most officers who "supervise" civilian personnel lack adequate experience/knowledge to determine "who" deserves "how much". THIS ISN'T FAIR TO US!!!!!!! Also - basing RIF's on latest performance eval. anyone can be a "star" for one eval....but consistently star performances are harder to come by and maintain. Also object to the fact that the newest hired veteran has MORE retention rights than a non- veteran with 30+ years experieince (like me)....with 33 years experience. Maybe our current system is "broken", but the new one is even more so...AND MORE UNFAIR TO US.
