I oppose the implementation of NSPS and I urge you to to instruct the Secretary of Defense to halt any further development of NSPS. I believe the proposed NSPS will undermine the Civil Service and hurt the mission of the DOD employees. The employees in DOD should continue to receive the same annual pay across the board adjustment that other workers receive. Cost of living increases are important to keep up with insurance and other increases that happen daily. There is a concern that NSPS can't provide a fair enviroment to employees in the following area: Rewards and Recognition: With pay banding and Pay Pools the Goverment is not guaranteeing the success of the program. Both depend on the supervisor who will rate, assign projects and sign off on awards. If bias, or favoritism are in the picture ther is not much recourse for the employee to appeal or challenge the rating. The rewards that you do receive will not be in your retirement calculation.
