When I started working for the government in 1967 (and subsequent opportunities in later years after 32 months in the Marine Corps and South East Asia) the general rule was: It's not what you know or can do - it's who you blow or who you screw. When a manager had sole source for promotions and awards there was widespread abuse. Since Mr. Rumsfeld left no recourse for diligent hard working employees who refuse to stoop to boot licking or sleeping with the boss then this whole process is one giant fall back to the abusive 60's, 70's & 80's which ended with cases like Anita Hill. Looking at todays managers - it will be abused - just like it was abused when this system was in place in the last century. Fix the problem or firing unworthy employees without punishing the vast majority of good, hard working government employees who already do excellent work.
