This whole thing is unnecessary. The current system works just fine. The new system leaves the door open for abuses, personality conflicts etc. If your boss doesn't like you, you won't get a raise. The current system removes these elements of bias, favoritism, dislike for an employee,etc. The new system gives the supervisors too much power. You have taken a giant step backwards...good grief. How stupid.
