I am very concerned that supervisor’s personal feelings will play a major role in who receives the pay raises and who do not. I have had problems with first line management and branch management. They quit once we had a meeting and I brought a Union Rep with me. I have other concerns with not getting the cost of living increase every year and it going to the pay pool. Without a cost of living increase how will people be able to pay for the increase in health insurance? How can they be justified in decreasing someone’s pay? I can not see giving them a raise as in our current step increase, but to take money away --how can they pay their bills? With decreases in pay you will find less investment into the TSP accounts. I also see the potential for more people getting promoted do to being liked or not and there is no solid grievance process in place. In looking at the Federal Register page 7561 on Reduction in Band nothing is cut and dry. You have a lot of DoD implementing issuances or just implementing issuances. We as employees in looking at the rules should know what these issuances are.
