Comments:
Part of the stated intent of NSPS was to simplify the hiring process. Would it not make more sense to have a time limited appointment as opposed to temporary and term appointments? The benefits issue could be determined on the length of the appointment. A reduction in force process could be further simplified by only having to deal with permanent and time limited appointments.
