9901.312: The Secretary will establish limitations on maximum rates of basic pay and aggregate pay for covered employees. Seems to me that this says that if I am required to work X number of overtime hours the Secretary can cap my pay at Y dollars thus allowing me the pleasure of working Z hours overtime free to the government...if I want to get the job done. Further, if I decide I don't want to work the free overtime it comes back on me under 'personal demeanor' so I wind up with the choice of donated free time to the DoD or getting a bad rating. Wonderful opportunity, that.
