My concern is that the Dept of Defense and OPM have not put forward a good faith effort to develop NSPS guidelines (as required by congress)in conjunction with the unions who represent the DOD workforce. It is a sad commentary when the unions are forced to file a lawsuit against DOD and OPM because of their failure to comply with a requirement set forth by Congress. As DOD employees there are some deep rooted concerns about the loss of rights which make of us less secure in our jobs. The pay band system in which a supervisor decides if an employee will get a raise, set their salaries or in some cases lower one's salary is a formula for disaster. What DOD will be saddled with will be a bunch of yes men and women who will NOT be able to honestly tell the boss what is wrong. In the wrong situation this could be a life or death situation. Brown nosing will increase because no one will want to offend the system or their boss because of a fear of not getting a raise or being paid what they beleive is a fair living wage. DOD and management will not be able to get honest answers and resolutions to real life problems. Anytime you give a person or a party unlimited power the possiblity for an abuse of power is there and if an employee does not have rights to union representation or they do not have any rights that the system will fail the process for a level playing field and a chance for a fair and proper solution.
