We were just informed that Cost of Living AND Locality Adjustment increases would be non-existent with the new NSPS personnel system. The posted information is too vague to confirm that, but if this is true, it is unacceptable. Gas prices have risen to over $2.00 per gallon, and are expected to continue to rise. Property taxes increase continually, not to mention the school taxes and levies that are requested several times a year. Our health insurance premiums rise each year, while the deductibles and out-of-pocket amounts increase as well. The price of prescriptions is going through the roof. A house in California costs many times more than the same house in the Midwest. How can we be expected to raise our families with no increase whatsoever and with no regard to the area we live and work in? Someone, who is already part of the pay banding and who is known to be an exceptional employee, was ranked 'average' in the new system. Does that mean no raises at all if you are not considered exceptional? Bonuses are nice, but they are a one-time deal that the government takes about 46% of anyway. They certainly don't add into our continuing wages. This new system is not fair to any, let alone all. It is obvious it hasn't been well thought out, otherwise, there would be real guidelines and regulations posted rather than all the vague verbiage we've been given so far. Our questions and concerns should be considered BEFORE the government tries to take away our current system.
