Comments:
9901.405 Performance management system requirements (c) which describes supervisor & manager's responsibilities. These responsibilities do not differ from the existing GS system. Either there needs to be better explaination of how these differ from the existing system and re-submit for comment, or there should be no change from the existing system. All of items 1-5 are the same as what is in place now.
