9901.605: Competitive Area. The definitions for competitive area appear to allow RIFs to be held on areas consisting of as few as 30-50 people, possibly fewer. With this type of 'surgical' RIF it is possible for the manger to specifically identify the personnel that are to be eliminated, not simply the number of people that need to be eliminated. Also, I have not found in the overview any reference to what steps will be taken to find other governmental employment, either within or without DOD, for RIFed personnel.
