It is my understanding that many federal organizations have received briefings on the proposed NSPS regulation. I too, work for DITCO, and have not received any briefing on this matter. I have been a federal employee for 20 years and have seen the system abused by many supervisors who have their favorites or relatives that receive many of the bonuses or recognition that hard working employees should have received. If you take away the step increases, that is taking away incentive that a lot of employees have and the only avenue for increase. I agree that there should be a way to hire quickly especially in light of the baby boomer retirement crisis, however I don't believe that people entering the Federal employee system for the first time should be treated as those with seniority. What is wrong with this nation? It seems like it revels in its youth, who may be creative, but discount and discard the seasoned worker with the experience that it takes in many specialty areas. I think a lot of dead weight is in the managerial area whom of which are totally clueless to who the real workers are. I believe that if this civil service system changes the system will be penalizing its assets who are the experienced workers and be rewarding the newbie.
