I believe this is another vicious attack of the government leaders against civilians and to remove them from government service. First it was the contracting out of some of our jobs. Now they are proposing an overhaul of our entire personnel system that will totally destroy the government civilian way of life. This drastic plan also came about to fund the on going war in Iraq. This NSPS will only bring about more manager abuse, depression and violence within the civilian workforce. The performance evaluation system is tainted as it is now because most of the objectives employees are evaluated against are obsolute or unattainable. Supervisor favorites get the choice duties and assignments. The government is supposed to be a model for human rights for everyone. This system will take away the rights of every civilian employee and in the mean time possibly uphold a manager's poor decision. Not only are you putting destructive power in the manager's hands, you are taking away the civilians constitutional right to speak out about the injustice. You are taking our right to challenge our rating to an independent third party and the performance payout we receive. This type of dictatorship will not stop here. It will be impossible for the NSPS to improve our current personnel system.
