I concure with the letter stating a potential for abuse and serious conflict of interest of pay pool funds. Management has a free reign of how the money is to be doled out for bonus and awards. As defined in section 9901.344 and on pg. 7560, Organizational Achievement Recognition, and other pay outs from pay pool funds, the pools could be depleted, leaving nothing for the lower rank and file employee. A full comment and review period needs to be implimented to detail all proposals.
