9901.607 (a) There should be 2 tenure groups, career & career conditional. Also, there should be a balanced matrix which takes into account both creditable civilian service and an average of the last 3 rating periods. The proposed structure doesn't take into account good long term performance and would allow unfair manipulation of ratings especially if a known threat of RIF were known. Don't we want to encourage good long term performance and not just for the past year?
