Subpart C - 9901.304 (Definitions) - Definition of modal rating is as follows: "Modal rating means the rating of record that occurs most frequently in a particular pay pool level." This may not be appropriate for use in reduction in force. Based on RIF rules under NSPS, it may be more appropriate to determine the modal rating based on ratings of employees in the same competitive group, not pay pool level.
