This is a major change of employment conditions and looks like it replaces a mediocre system with a bad unfair system. In addition it seems unfair to established career employees to have to convert to a new system without adequate participation, meaningful input (since the information is so vague you can't really comment on any specifics). Recommend that all employees that are covered by CSRS be exempted from converting to the new system. FERS which have a more portable retirement system and new hires could adapt to the program or choose to leave service. I think that CSRS should be allowed to compete their service under the GS system.
