I would like to add to the list of NSPS comments. The main reason I chose to join the Government was the current personnel system. The opportunity for various assignments, personal recognition, grade promotions (as well as known step and annual cost of living increases), was still far greater than that found in industry (albeit as long as you were not CEO bound). I do not know of any problems with the current system that NSPS will “fix”. “Pay for Performance” in our government vocation is a prescription for dysfunction, and is not in the best interest of the United States. I am interested in how these comments are documented, since NSPS implementation is inevitable. Management has already inferred that anything less that total acceptance of NSPS is cause for dismissal.
