Please consider these GAO recommendations that were published May 2003 and have yet to be implemented. It was proposed that it would be prudent and preferable for Congress to provide authorities in regard to reforms such as broad-banding and pay for performance on a governmentwide basis and in a manner that assures that appropriate performance management systems and safeguards are in place. Only when the DOD has the institutional infrastructure in place should these new authorities be implemented; this is not in place within the vast majority of DOD at this time. Additional safeguards should be incorporated in connection with several of the proposed reforms.
