Something that I thought about is why didn't you treat the NSPS like you did FERS? All new employees coming to the government went under the FERS system, the same thing could have happen under the personnel system. You have two retirement systems, why not two personnel systems. I think you are going to have a lot of grievance in the future under NSPS. I hope you don't, but this new system sounds just like private industries personnel system. I saw a lot of favoritism under that system. I hope you put something in place to prevent that from happening within the government.
