In theory the NSPS system would be great, however I work for the government in Middle Georgia. There is no way that I, a caucausian individual not born and raised in this area, not related to some of the "Good Ole Boys" in particular Mr. Steve Davis, would recieve any kind of fair, earned raise, promotion, etc. The Good Ole Boy system and the African American element are to firmly entrenched in this Base, so, unfortunately I would hate to see this process put in place here. I did not reference any subpart, heading etc. because it is not important. This Base is not management staffed with fair minded people.
