It is unfair to assume in this world that ALL supervisor's are creditable, and trustworthy to do their jobs to the best of their ability. To use their power to determine one's career is unheard of. There should be a way of also letting the employee's affect supervisor's appraisal. If we had implemented this years ago from the beginning then I would say go with it. But you surely know that there are greviances and some are factual and some are false. People are human and people do rule by emotions. That is a factual reference. There is still a need of mediation not at the top level, but at the bottom. Government Employee's are the working foundation, we should be guarded and not discarded. We are implementers, and we should be protected. Supervisor's who have bad employee's should do their job to release them, by keeping factual information and submitting proper paperwork. That is their job. If you wanted to make sure that those who do not do their jobs, but still continue to profit, then make the supervisor do their job. Cost of living increases should be for everyone. Step increases are few to in between to think that you are saving money. As it is set now if you were to take a poll you would find that those who have profitted more are the High Paid GS Positions, when awards were given and not the lower paid workers. I would ask you to also look at anonymous comments you get, there is a reason they are anonymous, fear of reprimand. So I close with that thought.
