Addressing section 9901.371 - 9901.373 For employees who were hired on as "interns" and who are scheduled an advance in grade each year, how will the new NSPS system address this timely movement between grades. For example: A person on a GS7-9-11 with a target 12 career track would achieve the target 12 position in 4 years. Will the new NSPS system delay an employees movement between grades. With the new pay bands will an employee who is a target 12 be stuck in a lower pay band for years due to the new system doing away with automatic increases. Interns who hired on were able to plan their wage increases and were able to realize what their pay would be when they reached their target position. Will the new system still allow interns to move up in pay and reach their target in the same amount of time? I hired on expecting to make a certain amount in 4 years, under the new system will I still reach this amount in the same amount of time?
