There is just one more thing I want to add to my previous comments. When you do away with our present system, you will do away with the protection of people just like me. A GS-7 will never get anywhere without being "buddies" with your superivisors. With the attitude of many of the men in the Corps of Engineers, women are good for only one thing - bedroom privileges. I so resent even the proposal of taking away our system to make us vulnerable to this degrading again. Don't try to say that it would be impossible for this to happen. Nonsense. YOU are the niave' ones to think it won't happen. It happens in private industry, at least we are protected from that with our present system.
