pay banding - supervisors across the county will interprete this differently. There will be no continuity nor equally as to how this will be applied by supervisors. It will be possible for the same person to put forth the same effort for different supervisors and come up with different pay. pay banding - pay based on someones perception of increased responsibility or job complexity is already a joke and will contiune to be a matter of different people with different perceptions leading to similar job postions being treated differently. RIF - Performance over senority -RIF based on a supervisors performance evaluation would be totally inequitable. The way that supervisors evaluate people greatly varies. Some supervisors give people great evaluations even when they do nothing. Other supervisors give people average ratings even if they walk on water doing an exceptional job. Much of this system places the ego of supervisors over the fair and equitable treatment of indidviduals. I foresee supervisors so tied up in answering EEO complaints, case after case whether their decisions be right or wrong that they won't have time to supervise any more.
