It is my opinion that some of the proposed changes are good, however, overall it will be ineffective. If employers were acting in the best interest of their respective organizations, then the paperwork necessary to ensure productivity or dismissal would be done. From what I can see the "Good Ol' Boy System" is alive and well. A pay or promotion system that is decided by anyone other than a disinterested party encourages discrimination and favoratism. There needs to be a process of checks and balances, otherwise this system is doomed to fail. It is my recommendation to my Senators and Representative to vote against.
