If DoD is keeping information from the employees and the unions, what are they keeping from Congress? The President appoints the SecDef and Congress controls the money. Who do you think has the most control? If we paid the SecDef based on performance of duties, he wouldn't be getting any raise this year. He hasen't done his job!
