I have been a civil-service employee, dues paying union member for 27yrs. I am astounded as to the change in the Personnel System. The following are my comments: CLASSIFICATION: Pay bands replace GS grades - the system used to protect us - at least we knew where we were pay wise - now what - leave it up to the supervisors to determine what level you are - need to be in the click in order to receive the highest level?? PAY/COMPENSATION: Pay increases based on performance/contribution, rather than longevity - some employees excel during the year and still get no performance awards, etc. At least they had their within-grade increases - now what? PERMANCE MANAGEMENT: Recognizes conduct (behavior, professional demeanor) as an element of performance - this is ridiculous an employee should be rated for their performance only - not conduct - that is totally a separate issue. From grade school to high school - one was never rated or given a report card with both scholastic and conduct together - they were always separate and that should set the standard. Conduct and performance are separate issues. LABOR RELATIONS: Three additional matters are excluded from union's negotiated grievance process: pay, ratings of record, and mandatory removal actions. We need someone representing us - the union has this authority - why would these be excluded leaving the supervisors or click to do what they want with the employee - at least before the union would represent us and we would have a voice before any outcome. People are people, every head is a world of its own - there should be a third party (union rep) included in these decisions.
